The assistance is a deferred second mortgage with a shared appreciation piece. You pay nothing monthly on it, but when you sell, refinance, pay off the first mortgage, or the home stops being your primary residence, you repay it plus an agreed share of your home's appreciation — which goes back into the Public School Permanent Fund for the next educator.
